The Black Arrow has Masterwork, and so does +1 damage; it also has Preservation and so is not harmed by wind, rain, or time; it also is
Enchanted, and has this special ability: whenever someone uses Courage
when trying to fire this arrow, add an additional +2 for every point of
Courage spent.
The history of the Black Arrow is however you like. Bard, the Guardsman
of Esgaroth, had a Black Arrow that had been passed down through his ancestors. Using it he smote down the dragon
Smaug.
